What is the Borderplex Safe Mobility Plan?

The El Paso Metropolitan Planning Organization (EPMPO) is taking the lead to develop a plan focused on reducing traffic-related deaths and crashes in our region whether you are driving, walking, biking, rolling (using a wheelchair or mobility device) or utilizing public transportation.

In 2023, roughly 213 people in the Borderplex region were seriously injured or killed in a car crash, with an overall total of around 23,500 crashes in the greater region. Although often labeled as “accidents,” many of these traffic-related crashes and deaths are preventable.

The development of the Borderplex Safe Mobility Plan is vital to enhancing roadway safety in one of the largest and most dynamic binational regions in the world. The region which includes all cities and unincorporated areas of El Paso County and portions of Otero and Doña Ana counties face unique roadway safety challenges with high volumes of traffic.

Fatal Crash Hotspots

The above map shows crashes from 2023 in the EPMPO area, which includes the following 13 governmental jurisdictions: El Paso County, City of El Paso, City of Socorro, Town of Anthony, Town of Clint, Town of Horizon City, Town of San Elizario, the Village of Vinton, the Ysleta del Sur Pueblo, Doña Ana County, Otero County, the City of Anthony and City of Sunland Park.

Vision

The Borderplex Safe Mobility Plan will inspire a collective commitment toward zero deaths on our roadways and empower residents, school districts, businesses, government agencies, community leaders, and others to adopt safer practices by fostering a cultural shift toward prioritizing safety across.

Goals

The Borderplex Safe Mobility Plan aims to develop community-focused, data-informed recommendations to reduce severe and fatal crashes that occur while driving, walking, biking, rolling (using a wheelchair or mobility device), or utilizing public transportation.

Additionally, the plan will prioritize projects that emphasize equitable solutions and have the potential to secure funding or facilitate implementation throughout the Borderplex region. This includes working alongside state agencies such as the Texas Department of Transportation (TxDOT), New Mexico Department of Transportation (NMDOT), and crucial government and transportation partners from Ciudad Juarez Mexico.

The Borderplex Safe Mobility Plan will ...

  • Prioritize Public Input & Engagement

    • Input will be collected and utilized during the planning process through public meetings/pop-up events, an online survey and via an online interactive map.
    • Ensure engagement takes place throughout the entire Borderplex region and consider all areas of concern regardless of jurisdiction.
  • Provide Traffic Safety Data & Recommendations

    • Provide in-depth explanation of traffic safety goals, including reduction targets and key strategies.
    • Provide interactive charts and graphs showing current traffic accident statistics and trends.
    • Showcase success stories and case studies from other communities that highlight effective traffic safety measures.
    • Use data and stakeholder input to identify strategies and priorities to address safety challenges.
  • Focus on Pedestrian & Cyclist Safety

    • Provide examples of implemented changes, such as new bike lanes or crosswalks.
    • Plan for funding needs to implement projects.
    • Reduce crashes and fatalities that occur on our transportation system.
  • Ensure Equity & Accessibility

    • Focus on ensuring safety initiatives address the needs of underserved communities.
    • Analyze equity-focused safety measures and their impact.
