What is the El Paso Metropolitan Planning Organization (EPMPO)?

The El Paso Metropolitan Planning Organization exists to provide local governments with transportation planning and technical support for the Borderplex region. The EPMPO is the forum for cooperative decision making by elected officials of local governments in the El Paso Metropolitan Planning Area, which includes the following 13 governmental jurisdictions: El Paso County, City of El Paso, City of Socorro, Town of Anthony, Town of Clint, Town of Horizon City, Town of San Elizario, the Village of Vinton, the Ysleta del Sur Pueblo, portions of Doña Ana and Otero Counties, the City of Anthony and City of Sunland Park, New Mexico.

Background

In the 1990s, Sweden was the first country to implement a Safety Action Plan, also known as Vision Zero, a strategy to eliminate all traffic-related fatalities and severe injuries, while increasing safe, healthy and equitable mobility for all. Since then, the move to zero deaths on our roads has been adopted worldwide, including in the United States. Through the United States Federal Highway Administration, the Safe Streets and Roads for All (SS4A) was established to fund regional, local and Tribal initiatives geared toward preventing roadway deaths and serious crashes. The SS4A program supports the U.S. Department of Transportation's (USDOT) National Roadway Safety Strategy and overall goal of zero roadway deaths using a Safe System Approach. On June 17, 2024, the El Paso Metropolitan Planning Organization was awarded the Safe Streets and Roads for All grant to assist with the development of the Borderplex Safe Mobility Plan.
